Youth, Technology, and Jobs (YTJ)
The Ministry of Digital Economy and Entrepreneurship (MoDEE) has launched its Youth, Technology and Jobs (YTJ) project.
The YTJ project aims to improve digitally-enabled income opportunities and expand digitized
government services in Jordan through interventions that address specific constraints and
opportunities in the supply and demand sides of the economy. The project duration is five years.
YTJ Goals:
Youth
- Upskill 30K Youth in Jordan through NSC–ICT
- 300K students (grade 7-12) receiving digital skills curriculum in schools
- Establish 3 - 5 Tech Hubs utilized by 12,000 people
Technology
- Digitize 80% Government Payments
- Accelerate Digitization and Adoption of at least 100 new Government Services
Jobs
- Inject $15M to Support the Expansion & Growth of Digital Firms
- 10,000 Jobs Created
- 250 start-ups supported with business matchmaking
- 6000 individuals trained to access and offer their services on digital platforms
YTJ Structure
The YTJ project structure involves two main components that aim to address the constraints and opportunities in both the supply and demand side of digitally-skilled labor in Jordan:

Strengthening and increasing the supply of digitally-skilled youth in Jordan

Boosting the growth of digital economy and digitizing government services in Jordan
YTJ (Talents Incentive)
YTJ (Talent Incentive) is an incentive opportunity that supports the expansion and access of new and existing digital
firms in Jordan by covering employment subsidies for new employees in order to create new jobs in the digital economy.
This incentive provides employment subsidies covering 50% of new employees in "Amman" and 70% in "other governorates" for up to 6 months.
Incentive Opportunity Objectives
- Support growth plans for digital firms
- Help build/scale digital firms’ activities.
- Generate local job opportunities
- Encourage the development of the digital sector in proximate cities that may, otherwise, not directly benefit from the digital economy’s growth
International digital firms that are willing to expand to Jordan, establish operations outside of West Amman, and hire Jordanians are also eligible for this grant opportunity
Application Submission
This will be an on-going opportunity. The process for this incentive will go through continuous rounds of evaluation and awarding at least,
on a monthly basis. Each round will filter, assess, and award applications against eligibility criteria.
The opportunity closure is contingent upon funding availability.

YTJ (Market Expansion Incentive)
YTJ Market Expansion Incentive aims to support the business development efforts of digital and digitally-enabled firms
(particularly those focusing on ITO/BPO businesses) seeking to expand and secure new contracts in local,br
regional, and international markets (GCC countries, Europe, China, India, and the USA).
Through this incentive, we have proudly supported 54 companies in implementing their business development plans,
enabling them to access new business opportunities, increase revenues, and create jobs for Jordanians,
achieving and surpassing our original goal.
This has included building linkages between these digital firms and potential buyers in
global markets, as well as supporting international digital firms willing to expand to Jordan and hire Jordanian talent.
The grants provided matching funding of up to USD 100,000, covering up to 50% of eligible business development costs.

This will be an on-going opportunity. The process for this grant will go through continuous rounds of evaluation and awarding at least,

YTJ (GiG Incentive)
YTJ (GiG Incentive) aims to provide access to income opportunities in various
tech and non-tech economic activities for individuals in the gig economy.
YTJ (GiG Incentive) will seek to increase the adoption of digital platforms by supporting Civil
Society Organizations (CSOs) and Non-Profit Organizations (NPOs) in training individuals,
with focus on youth, women and refugees in underserved communities to access and offer their
services on these digital platforms.
The selected sectors served by these digital platforms should include the ones that women and Syrian refugees are active in the most. These sectors can include but are not limited to:
- Graphic design
- Data entry and administrative support
- Translation
- Tutoring
- Customer care services
- Maintenance services
- Technical support
- Handicrafts
The opportunity will provide matching grants (up to USD 200,000) to cover up to 80% of the total costs of the proposed project including outreach, upskilling, onboarding on the digital platform and follow up.
The matching-grants will be given following a result/performance-based model that validates the number of beneficiaries that have been recruited, trained and have subsequently increased their income by the adoption of a given digital platform.

The applications for grants will be submitted periodically, and in each round, the companies' applications will be filtered,
evaluated according to the eligibility criteria, and then the eligible companies will be announced. The grant process will go
through continuous stages of evaluation and referral, at least on a monthly basis. Closing this opportunity is tied to running out of funds.

The Gig Incentive has empowered 23 organization and private sector companies, which have trained and benefited 3330 individuals,
with a strong focus on women and Syrians, enabling them to access digital freelance opportunities.

YTJ (Intermediaries Incentive)
YTJ (Intermediaries Incentive)
The goal of this sub-grant is to empower professional intermediaries, such as incubators and accelerators, consultants and consulting firms,
in supporting Jordanian digital entrepreneurs as they venture into the GCC, EU, and US markets. These intermediaries will work on behalf
of selected digital entrepreneurs (Startups); assisting them in securing investment and establishing B2B connections with clients, partners,
and investors in these key markets. Through discussions with industry experts, we've identified critical gaps and needs that intermediaries
must address to help their startups thrive, secure funding, and expand internationally.
The Ministry of Digital Economy and Entrepreneurship (MoDEE) is pleased to invite professional intermediaries to apply for a sub-grant of up
to $300,000 to support growth-stage startups (Post MVP). This RFA is designed to empower intermediaries with the flexibility to tailor programs
that specifically address the unique challenges and opportunities that hinder their portfolio startups growth. Intermediaries are encouraged to
design customized interventions for each startup, enhancing their potential to increase revenue (e.g. getting new clients), secure funding,
expand into new markets, and exits.
